When irregularities in the Chinese loan-funded projects were first exposed via the Northrail project in 2006, Newsbreak raised the possibility that the multi-billion-dollar infrastructure and economic deals could have been tied to the the agreement on Joint Marine Seismic Undertaking in the Spratlys that the Philippines signed with China. That August 28, 2006, article pointed out that with the JMSU, President Arroyo could have effectively given up our territorial claim on the Spratlys, and the act could be a ground for her impeachment.
