PORK BARREL ALLOCATION

As senator, you will be assigned an average of P200 million a year in pork barrel funds during your term, or P1.2 billion in six years. Please list three specific projects to which you intend to allocate these funds.

     Should I win as Senator, I intend to waive my pork barrel allocation and exhort others to do the same.


 
LEGISLATIVE AGENDA ON JOB SECURITY AND EMPLOYMENT OPPORTUNITY


What bill would you introduce or support that will secure jobs or increase sources of employment? Explain how the measure will specifically benefit your constituents within five years of implementation. Please outline your strategy for passing such a bill.

    
I intend to file at least three bills that would generate employment on a massive scale. These are:
     1. A bill that would create and fund a national industrialization plan. This would not only solve unemployment but more importantly, it would catapult us from a backward, purely-agrarian based economy to a modern, self-reliant, industrialized country.
     2. A bill that would create and fund a rural development plan. This intends to develop our rural areas into self-contained, agricultural communities that would exponentially increase food production and make distribution more efficient. This would definitely generate employment in the rural areas and stem the migration to urban areas.
     3. A bill that would promote and fund microfinance for individuals and SMEs. This would make capital available to the poor and SMEs to encourage economic activities and create income and employment.

     The strategy for passing the aforementioned bills would start with policy researches that would determine the feasibility of the proposals. These researches would include consultations with industry experts and other resource persons/stakeholders. Once the final policy alternatives have been subjected to various criteria, the proposed bills would be passed formally in the Senate. Counterpart bills would also be passed at the House of Representatives for parallel, coordinated actions. After filing, a communications plan would be implemented to disseminate to the public, through Media, the rationale and importance of the passing of the bills’ passing of the bills, other legislators would follow and this would hasten the bills’ passing into laws. Otherwise, the bills would have to go through the normal legislative process.


 
POLITICAL AND ELECTORAL REFORM


Do you support a revision of the Constitution to move us to a parliamentary system of government? Why or why not?

     I do not support any move to shift to a parliamentary system because I believe that the Presidential system (unitary, bicameral, checks and balances system) that we have now is the most ideal for our country given its geographical make-up as an archipelago as well as the cultural diversity of the Filipinos. This system would only work, however, if we have a president who could unite us as a people and inspire us to do positive things for our country.
